Plumbing Inspection in Fountain Inn, SC
In Fountain Inn, 28% of owner households moved in during 2018 or later — close to the middle of the towns we cover. Enough movement that inspections are routine, not enough that anybody treats them as routine.
The one-paragraph answer
In Fountain Inn, 28% of owner-occupied homes have changed hands since 2018. Whichever side of a sale you are on, the exclusions decide what you know: a standard inspection stops at the visible plumbing and leaves the sewer lateral to a camera survey.

When Fountain Inn moved in
An average rate hides two different populations: recent buyers with a report, and long-standing owners without one. The advice for the two is not the same.
| Owner households in Fountain Inn | Share of all owners |
|---|---|
| Moved in 2021 or later | 7% |
| Moved in 2018–2020 | 21% |
| Moved in 2010–2017 | 32% |
| Moved in before 2010 | 40% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 8,793 occupied housing units, of which 6,369 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Visual means visual. Pipe inside a wall, under a slab or below grade is not observed, and neither standard asks anyone to open a sealed access panel to reach it. InterNACHI names polybutylene piping in its exclusions outright.

What it is required to cover
The water heater is covered in more detail than most of the system: InterNACHI takes in the energy source, the venting connections, the temperature and pressure-relief valve, seismic bracing where it applies, and the labeled capacity. What it stops short of is operating any of it.
The full list of obligations is published here. Reading it once is what stops a standard note from looking like a finding.
What to do about it
Two categories are worth chasing before you exchange: water somewhere it should not be, and anything the report could not see the end of. Both are open-ended, and open-ended is what moves a price.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.
