Plumbing Inspection in North Bend, WA
Owner-occupied homes in North Bend change hands often: 29% of the people who own here moved in during 2018 or later. Where houses move, inspections happen, and so do the arguments about what the report found.
The one-paragraph answer
In North Bend, where 29% of owners bought in 2018 or later, a great many homes have been inspected recently. A standard inspection looks at what can be seen and operated; the drain line under the garden is outside its published scope and needs a camera survey.

When North Bend moved in
A town that moves this much has a lot of reports in circulation, and reports get reused as reassurance long after the visit. What was outside the scope on the day is still outside it now.
| Owner households in North Bend | Share of all owners |
|---|---|
| Moved in 2021 or later | 10% |
| Moved in 2018–2020 | 19% |
| Moved in 2010–2017 | 30% |
| Moved in before 2010 | 40% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 5,696 occupied housing units, of which 4,831 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Neither standard requires an inspector to determine water flow, pressure, quality or potability. A report can be entirely clean on a house whose water arrives at a pressure nobody would live with, because that was never a defect it was looking for.

What it is required to cover
ASHI requires the energy source and vent system of the water heating equipment to be covered, and InterNACHI requires the same ground from the other direction. Where the two standards overlap is the part of the report you can rely on whichever association the inspector belongs to.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
Ten minutes of reading covers it: what nobody was required to look at, what they were, and the drain run that is a separate instruction altogether.
