Plumbing Inspection in Medina, WA
In Medina, just 14% of owner-occupied homes have changed hands since 2018. A low rate has a consequence people miss: an inspection is the one moment a house gets examined, and most of these have not had one recently.
The one-paragraph answer
Homes in Medina rarely change hands — only 14% of owner households moved in during 2018 or later — so an inspection there is usually of a house somebody has lived in for years. The buried sewer lateral is still outside both published standards of practice.

When Medina moved in
A settled town accumulates deferred questions. Nobody has been obliged to look, so nobody has, and the first person to find out is often whoever is selling.
| Owner households in Medina | Share of all owners |
|---|---|
| Moved in 2021 or later | 3% |
| Moved in 2018–2020 | 12% |
| Moved in 2010–2017 | 35% |
| Moved in before 2010 | 51% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 1,011 occupied housing units, of which 795 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Visual means visual. Pipe inside a wall, under a slab or below grade is not observed, and neither standard asks anyone to open a sealed access panel to reach it. InterNACHI names polybutylene piping in its exclusions outright.

What it is required to cover
InterNACHI requires the location of the main water shut-off and the main fuel shut-off to be described, and whether the supply is public or private. Those are the three lines worth copying out of the report on the day you get it, because nobody looks them up until they are standing in water.
The covered list in full. Most people read the exclusions and stop; the two only mean anything against each other.
What to do about it
Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.
Everything above comes from documents you can read yourself: the exclusions, the requirements, and why a camera down the lateral is never part of it.
