Plumbing Inspection in Java, VA
Java is settled. Only 5% of owner households moved in during 2018 or later, which means most of the plumbing here has not been looked at by anybody in a long time.
The one-paragraph answer
Homes in Java rarely change hands — only 5% of owner households moved in during 2018 or later — so an inspection there is usually of a house somebody has lived in for years. The buried sewer lateral is still outside both published standards of practice.

When Java moved in
Where houses stay put, an inspection is a rare event, and the report on file — if there is one — describes a building that has since had a decade or more of ordinary use.
| Owner households in Java | Share of all owners |
|---|---|
| Moved in 2021 or later | 0% |
| Moved in 2018–2020 | 5% |
| Moved in 2010–2017 | 7% |
| Moved in before 2010 | 88% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 426 occupied housing units, of which 321 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Visual means visual. Pipe inside a wall, under a slab or below grade is not observed, and neither standard asks anyone to open a sealed access panel to reach it. InterNACHI names polybutylene piping in its exclusions outright.

What it is required to cover
The water heater is covered in more detail than most of the system: InterNACHI takes in the energy source, the venting connections, the temperature and pressure-relief valve, seismic bracing where it applies, and the labeled capacity. What it stops short of is operating any of it.
The rest of what an inspector must do is set out here. It is shorter than the excluded list and it is the half that tells you what a finding is worth.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.
