Plumbing Inspection in Saratoga Springs, UT
Saratoga Springs is a town that moves. 45% of its owner-occupied homes have changed hands since 2018, which puts the plumbing of a great many of them in front of an inspector inside the last few years.
The one-paragraph answer
In Saratoga Springs, where 45% of owners bought in 2018 or later, a great many homes have been inspected recently. A standard inspection looks at what can be seen and operated; the drain line under the garden is outside its published scope and needs a camera survey.

When Saratoga Springs moved in
On a turnover figure this high, most owners here bought recently enough that the inspection is within memory. The useful question is what was excluded from it, because that list has not changed and neither has the house.
| Owner households in Saratoga Springs | Share of all owners |
|---|---|
| Moved in 2021 or later | 14% |
| Moved in 2018–2020 | 31% |
| Moved in 2010–2017 | 38% |
| Moved in before 2010 | 17% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 10,686 occupied housing units, of which 8,979 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Neither standard requires an inspector to determine water flow, pressure, quality or potability. A report can be entirely clean on a house whose water arrives at a pressure nobody would live with, because that was never a defect it was looking for.

What it is required to cover
The fixtures are a live test rather than a look. InterNACHI requires the inspector to run the water at every faucet, flush every toilet, and check that every sink, tub and shower drains; ASHI requires functional flow and functional drainage. If a fault shows up in ordinary use, this is the part of the inspection that finds it.
The full list of obligations is published here. Reading it once is what stops a standard note from looking like a finding.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
Ten minutes of reading covers it: what nobody was required to look at, what they were, and the drain run that is a separate instruction altogether.
