Plumbing Inspection in Hope Valley, RI
In Hope Valley, 17% of owner households moved in during 2018 or later — close to the middle of the towns we cover. Enough movement that inspections are routine, not enough that anybody treats them as routine.
The one-paragraph answer
17% of owners in Hope Valley bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Hope Valley moved in
An average rate hides two different populations: recent buyers with a report, and long-standing owners without one. The advice for the two is not the same.
| Owner households in Hope Valley | Share of all owners |
|---|---|
| Moved in 2021 or later | 2% |
| Moved in 2018–2020 | 16% |
| Moved in 2010–2017 | 27% |
| Moved in before 2010 | 55% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 2,024 occupied housing units, of which 1,607 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Gas leak testing is not part of a home inspection. The fuel shut-off gets located and described; the line itself is not tested, and no part of the report should be read as saying it was.

What it is required to cover
The fixtures are a live test rather than a look. InterNACHI requires the inspector to run the water at every faucet, flush every toilet, and check that every sink, tub and shower drains; ASHI requires functional flow and functional drainage. If a fault shows up in ordinary use, this is the part of the inspection that finds it.
What is actually covered — because silence in a report means one thing about a covered system and something completely different about an excluded one.
What to do about it
Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.
