Plumbing Inspection in Hatfield, PA
Roughly 17% of the people who own in Hatfield bought since 2018. A normal rate for a town this size, and normal is where the gaps in a standard inspection do their quiet work.
The one-paragraph answer
17% of owners in Hatfield bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Hatfield moved in
An average rate hides two different populations: recent buyers with a report, and long-standing owners without one. The advice for the two is not the same.
| Owner households in Hatfield | Share of all owners |
|---|---|
| Moved in 2021 or later | 3% |
| Moved in 2018–2020 | 14% |
| Moved in 2010–2017 | 31% |
| Moved in before 2010 | 52% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 7,371 occupied housing units, of which 4,786 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Water conditioning systems are excluded by ASHI outright, along with lawn irrigation, fire suppression and clothes washer connections. None of that is an inspector cutting corners; it is the published boundary of the service.

What it is required to cover
Both standards cover the interior drain, waste and vent system, and ASHI asks for the predominant material of the service, distribution and DWV pipes to be described. A report naming one material is describing the majority of the house, not every run in it.
Worth ten minutes before you read your own report: everything the two standards require, in the order an inspector does it.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.

Checking a plumber in Pennsylvania
Checking a credential in Pennsylvania
Pennsylvania has no state license for plumbers. Its Department of Labor and Industry states it has no jurisdiction and keeps no records of which municipalities require one, so the only reliable answer is your own city or township. Start here. Ask the contractor which municipality licenses them and confirm it with that office before work begins.
