Plumbing Inspection in Gardners, PA
Gardners rarely changes hands — 7% of owner households arrived in 2018 or later. The upside is stability. The other side of it is that nothing has triggered an inspection in most of these houses for years.
The one-paragraph answer
Gardners is settled, with 7% of owner households having moved in since 2018. The plumbing most likely to matter in a house held that long is the part no standard inspection covers, which is the buried sewer lateral.

When Gardners moved in
Where houses stay put, an inspection is a rare event, and the report on file — if there is one — describes a building that has since had a decade or more of ordinary use.
| Owner households in Gardners | Share of all owners |
|---|---|
| Moved in 2021 or later | 1% |
| Moved in 2018–2020 | 5% |
| Moved in 2010–2017 | 17% |
| Moved in before 2010 | 76% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 1,815 occupied housing units, of which 1,535 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Neither standard requires an inspector to determine water flow, pressure, quality or potability. A report can be entirely clean on a house whose water arrives at a pressure nobody would live with, because that was never a defect it was looking for.

What it is required to cover
InterNACHI requires the location of the main water shut-off and the main fuel shut-off to be described, and whether the supply is public or private. Those are the three lines worth copying out of the report on the day you get it, because nobody looks them up until they are standing in water.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.

Checking a credential in Pennsylvania
Pennsylvania has no state license for plumbers. Its Department of Labor and Industry states it has no jurisdiction and keeps no records of which municipalities require one, so the only reliable answer is your own city or township. Start here. Ask the contractor which municipality licenses them and confirm it with that office before work begins.
Inspection report in front of you?Read us the plumbing lines and nothing else — we do not want the document. We will route you to a contractor covering your area who can quote the items on it, and you are never charged by us. We take Gardners requests that never appeared on any inspection.
