Plumbing Inspection in Chester Springs, PA
Chester Springs turns over at about the national middle: 19% of its owner households arrived in 2018 or later. Common enough that most people know somebody who has had a report, rare enough that few have read the exclusions in one.
The one-paragraph answer
19% of owners in Chester Springs bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Chester Springs moved in
At an ordinary rate of turnover, the housing here divides fairly evenly between homes inspected in the last few years and homes that have not been looked at since the previous sale, whenever that was.
| Owner households in Chester Springs | Share of all owners |
|---|---|
| Moved in 2021 or later | 5% |
| Moved in 2018–2020 | 14% |
| Moved in 2010–2017 | 36% |
| Moved in before 2010 | 45% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 5,532 occupied housing units, of which 4,993 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Lawn irrigation is excluded. It is buried, it is seasonal, and it is connected to the same supply as the house — which makes it the one excluded item that can affect something the inspection did cover.

What it is required to cover
Sump pumps are in scope on both standards — InterNACHI for drainage pumps with an accessible float, ASHI for sewage ejectors and sump pumps. Accessible is the whole qualifier. A float nobody can reach is not a float anybody tested.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.
Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.

Checking a plumber in Pennsylvania
Checking a credential in Pennsylvania
Pennsylvania has no state license for plumbers. Its Department of Labor and Industry states it has no jurisdiction and keeps no records of which municipalities require one, so the only reliable answer is your own city or township. Start here. Ask the contractor which municipality licenses them and confirm it with that office before work begins.
Inspection report in front of you?Read us the plumbing lines and nothing else — we do not want the document. We will route you to a contractor covering your area who can quote the items on it, and you are never charged by us. Report or no report, Chester Springs reaches a contractor through us.
