Plumbing Inspection in Happy Valley, OR
25% of owner-occupied homes in Happy Valley have changed hands since 2018. That is an ordinary rate, which makes the ordinary mistake more likely: assuming the inspection covered the plumbing.
The one-paragraph answer
25% of owners in Happy Valley bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Happy Valley moved in
At an ordinary rate of turnover, the housing here divides fairly evenly between homes inspected in the last few years and homes that have not been looked at since the previous sale, whenever that was.
| Owner households in Happy Valley | Share of all owners |
|---|---|
| Moved in 2021 or later | 8% |
| Moved in 2018–2020 | 17% |
| Moved in 2010–2017 | 31% |
| Moved in before 2010 | 44% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 12,626 occupied housing units, of which 8,086 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Both standards exclude septic and other sewage disposal or wastewater treatment systems. The inspector confirms that the fixtures drain; the run leaving the building is not part of the job, and it is the most expensive thing on a property to be wrong about.

What it is required to cover
InterNACHI requires the location of the main water shut-off and the main fuel shut-off to be described, and whether the supply is public or private. Those are the three lines worth copying out of the report on the day you get it, because nobody looks them up until they are standing in water.
The rest of what an inspector must do is set out here. It is shorter than the excluded list and it is the half that tells you what a finding is worth.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
The two standards are published in full and worth ten minutes: what is excluded, what is covered, and why the drains outside the house are a separate instruction.
