Plumbing Inspection in South Charleston, OH
Only 13% of the people who own a home in South Charleston bought it in 2018 or later. Where houses stay in the same hands, systems get older without anybody being obliged to look at them.
The one-paragraph answer
Homes in South Charleston rarely change hands — only 13% of owner households moved in during 2018 or later — so an inspection there is usually of a house somebody has lived in for years. The buried sewer lateral is still outside both published standards of practice.

When South Charleston moved in
Where houses stay put, an inspection is a rare event, and the report on file — if there is one — describes a building that has since had a decade or more of ordinary use.
| Owner households in South Charleston | Share of all owners |
|---|---|
| Moved in 2021 or later | 4% |
| Moved in 2018–2020 | 9% |
| Moved in 2010–2017 | 21% |
| Moved in before 2010 | 65% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 1,829 occupied housing units, of which 1,345 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Gas leak testing is not part of a home inspection. The fuel shut-off gets located and described; the line itself is not tested, and no part of the report should be read as saying it was.

What it is required to cover
The fixtures are a live test rather than a look. InterNACHI requires the inspector to run the water at every faucet, flush every toilet, and check that every sink, tub and shower drains; ASHI requires functional flow and functional drainage. If a fault shows up in ordinary use, this is the part of the inspection that finds it.
What is actually covered — because silence in a report means one thing about a covered system and something completely different about an excluded one.
What to do about it
Write down where the main water shut-off and the main fuel shut-off are. InterNACHI requires both locations to be described, and they are the two most useful lines in the document.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.
