Plumbing Inspection in New Woodstock, NY
In New Woodstock, just 6% of owner-occupied homes have changed hands since 2018. A low rate has a consequence people miss: an inspection is the one moment a house gets examined, and most of these have not had one recently.
The one-paragraph answer
Only 6% of owners in New Woodstock arrived in 2018 or later, which makes this settled ground. Long tenure does not change the scope: a standard inspection covers what can be seen and operated, and the drain line beyond the house is excluded from it.

When New Woodstock moved in
A settled town accumulates deferred questions. Nobody has been obliged to look, so nobody has, and the first person to find out is often whoever is selling.
| Owner households in New Woodstock | Share of all owners |
|---|---|
| Moved in 2021 or later | 1% |
| Moved in 2018–2020 | 5% |
| Moved in 2010–2017 | 32% |
| Moved in before 2010 | 62% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 598 occupied housing units, of which 523 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Both standards state that an inspection is not technically exhaustive and covers readily accessible, visually observable systems. That sentence is not a disclaimer at the end of the report. It is the definition of what was bought.

What it is required to cover
The water heater is covered in more detail than most of the system: InterNACHI takes in the energy source, the venting connections, the temperature and pressure-relief valve, seismic bracing where it applies, and the labeled capacity. What it stops short of is operating any of it.
The rest of what an inspector must do is set out here. It is shorter than the excluded list and it is the half that tells you what a finding is worth.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.
