Plumbing Inspection in Marcellus, NY
In Marcellus, just 7% of owner-occupied homes have changed hands since 2018. A low rate has a consequence people miss: an inspection is the one moment a house gets examined, and most of these have not had one recently.
The one-paragraph answer
Homes in Marcellus rarely change hands — only 7% of owner households moved in during 2018 or later — so an inspection there is usually of a house somebody has lived in for years. The buried sewer lateral is still outside both published standards of practice.

When Marcellus moved in
In a town this settled the report is likelier to matter to a seller than a buyer. Knowing what is there before somebody else looks is the whole of the advantage.
| Owner households in Marcellus | Share of all owners |
|---|---|
| Moved in 2021 or later | 1% |
| Moved in 2018–2020 | 7% |
| Moved in 2010–2017 | 24% |
| Moved in before 2010 | 69% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 2,726 occupied housing units, of which 2,149 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Lawn irrigation is excluded. It is buried, it is seasonal, and it is connected to the same supply as the house — which makes it the one excluded item that can affect something the inspection did cover.

What it is required to cover
Sump pumps are in scope on both standards — InterNACHI for drainage pumps with an accessible float, ASHI for sewage ejectors and sump pumps. Accessible is the whole qualifier. A float nobody can reach is not a float anybody tested.
Worth ten minutes before you read your own report: everything the two standards require, in the order an inspector does it.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.
