Plumbing Inspection in Hartsdale, NY

21% of owner-occupied homes in Hartsdale have changed hands since 2018. That is an ordinary rate, which makes the ordinary mistake more likely: assuming the inspection covered the plumbing.

The one-paragraph answer

Turnover in Hartsdale sits near the middle, with 21% of owner households arriving in 2018 or later. The figure that actually matters is in the standards of practice: a home inspection covers what is visible and operable, and the buried sewer lateral is not.

PresalePipe is a referral service, not a contractor or a home inspector. We connect homeowners and buyers with independent contractors. Contractors are required to hold whatever credential their state or municipality demands. Every state page sets out who licenses plumbers there and where to check, so you can confirm before work begins. We carry out no inspections and no work, we do not set prices, and we never charge homeowners anything — the contractors in our network pay us when we route them a call.

When Hartsdale moved in

At an ordinary rate of turnover, the housing here divides fairly evenly between homes inspected in the last few years and homes that have not been looked at since the previous sale, whenever that was.

Universe: 6,493 occupied housing units, of which 5,555 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.

What the inspection will not cover

Visual means visual. Pipe inside a wall, under a slab or below grade is not observed, and neither standard asks anyone to open a sealed access panel to reach it. InterNACHI names polybutylene piping in its exclusions outright.

What it is required to cover

Sump pumps are in scope on both standards — InterNACHI for drainage pumps with an accessible float, ASHI for sewage ejectors and sump pumps. Accessible is the whole qualifier. A float nobody can reach is not a float anybody tested.

The rest of what an inspector must do is set out here. It is shorter than the excluded list and it is the half that tells you what a finding is worth.

What to do about it

Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.

Everything above comes from documents you can read yourself: the exclusions, the requirements, and why a camera down the lateral is never part of it.

New York issues no state plumbing license. New York City licenses Master and Journeyman Plumbers through the Department of Buildings; elsewhere in the state it is your own city, town or county. Start here. Ask the contractor which municipality licenses them and confirm it with that office before work begins.
