Plumbing Inspection in Greenlawn, NY
In Greenlawn, 17% of owner households moved in during 2018 or later — close to the middle of the towns we cover. Enough movement that inspections are routine, not enough that anybody treats them as routine.
The one-paragraph answer
In Greenlawn, 17% of owner-occupied homes have changed hands since 2018. Whichever side of a sale you are on, the exclusions decide what you know: a standard inspection stops at the visible plumbing and leaves the sewer lateral to a camera survey.

When Greenlawn moved in
Enough houses change hands here for inspections to be routine, which tends to make people incurious about them. The scope is where the surprises are, and it is published rather than hidden.
| Owner households in Greenlawn | Share of all owners |
|---|---|
| Moved in 2021 or later | 4% |
| Moved in 2018–2020 | 13% |
| Moved in 2010–2017 | 20% |
| Moved in before 2010 | 63% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 3,650 occupied housing units, of which 2,942 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
The water heater is covered in some detail by both standards — and InterNACHI is equally explicit that nobody is required to measure its capacity, temperature or adequacy, or to test the relief valve. It is looked at, not operated.

What it is required to cover
The water heater is covered in more detail than most of the system: InterNACHI takes in the energy source, the venting connections, the temperature and pressure-relief valve, seismic bracing where it applies, and the labeled capacity. What it stops short of is operating any of it.
Worth ten minutes before you read your own report: everything the two standards require, in the order an inspector does it.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.

Checking a credential in New York
New York issues no state plumbing license. New York City licenses Master and Journeyman Plumbers through the Department of Buildings; elsewhere in the state it is your own city, town or county. Start here. Ask the contractor which municipality licenses them and confirm it with that office before work begins.
