Plumbing Inspection in Sparta, NJ
Roughly 24% of the people who own in Sparta bought since 2018. A normal rate for a town this size, and normal is where the gaps in a standard inspection do their quiet work.
The one-paragraph answer
24% of owners in Sparta bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Sparta moved in
At an ordinary rate of turnover, the housing here divides fairly evenly between homes inspected in the last few years and homes that have not been looked at since the previous sale, whenever that was.
| Owner households in Sparta | Share of all owners |
|---|---|
| Moved in 2021 or later | 7% |
| Moved in 2018–2020 | 17% |
| Moved in 2010–2017 | 31% |
| Moved in before 2010 | 45% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 7,880 occupied housing units, of which 7,140 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Wells, pumps, pressure tanks, storage tanks and filters are excluded by both standards. On a property with its own supply, the equipment feeding the whole house sits outside the inspection carried out on it.

What it is required to cover
The covered list is shorter than the excluded one and it is not thin. Every fixture run, every toilet flushed, the drain-waste-vent system described, the water heater and its venting examined, the shut-offs located. That is a real morning of work and it is worth knowing it happened.
What is actually covered — because silence in a report means one thing about a covered system and something completely different about an excluded one.
What to do about it
If you are selling, establish it before somebody else does. The same finding is worth more to a buyer who discovered it than to one who was told.
The two standards are published in full and worth ten minutes: what is excluded, what is covered, and why the drains outside the house are a separate instruction.
