Plumbing Inspection in Irvington, NJ
In Irvington, 23% of owner households moved in during 2018 or later — close to the middle of the towns we cover. Enough movement that inspections are routine, not enough that anybody treats them as routine.
The one-paragraph answer
23% of owners in Irvington bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Irvington moved in
Enough houses change hands here for inspections to be routine, which tends to make people incurious about them. The scope is where the surprises are, and it is published rather than hidden.
| Owner households in Irvington | Share of all owners |
|---|---|
| Moved in 2021 or later | 7% |
| Moved in 2018–2020 | 15% |
| Moved in 2010–2017 | 14% |
| Moved in before 2010 | 63% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 22,166 occupied housing units, of which 6,495 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Lawn irrigation is excluded. It is buried, it is seasonal, and it is connected to the same supply as the house — which makes it the one excluded item that can affect something the inspection did cover.

What it is required to cover
Knowing what is required is what lets you read the report properly. A finding against something the standard covers is a finding; silence about something it excludes is not reassurance. Most people read the document without that distinction and it is the difference between two very different pieces of paper.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.
