Plumbing Inspection in Avalon, NJ
Only 14% of the people who own a home in Avalon bought it in 2018 or later. Where houses stay in the same hands, systems get older without anybody being obliged to look at them.
The one-paragraph answer
Only 14% of owners in Avalon arrived in 2018 or later, which makes this settled ground. Long tenure does not change the scope: a standard inspection covers what can be seen and operated, and the drain line beyond the house is excluded from it.

When Avalon moved in
A settled town accumulates deferred questions. Nobody has been obliged to look, so nobody has, and the first person to find out is often whoever is selling.
| Owner households in Avalon | Share of all owners |
|---|---|
| Moved in 2021 or later | 4% |
| Moved in 2018–2020 | 10% |
| Moved in 2010–2017 | 28% |
| Moved in before 2010 | 58% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 844 occupied housing units, of which 802 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Both standards exclude septic and other sewage disposal or wastewater treatment systems. The inspector confirms that the fixtures drain; the run leaving the building is not part of the job, and it is the most expensive thing on a property to be wrong about.

What it is required to cover
The fixtures are a live test rather than a look. InterNACHI requires the inspector to run the water at every faucet, flush every toilet, and check that every sink, tub and shower drains; ASHI requires functional flow and functional drainage. If a fault shows up in ordinary use, this is the part of the inspection that finds it.
The covered list in full. Most people read the exclusions and stop; the two only mean anything against each other.
What to do about it
If you are selling, establish it before somebody else does. The same finding is worth more to a buyer who discovered it than to one who was told.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.
