Plumbing Inspection in Horn Lake, MS
Horn Lake turns over at about the national middle: 18% of its owner households arrived in 2018 or later. Common enough that most people know somebody who has had a report, rare enough that few have read the exclusions in one.
The one-paragraph answer
18% of owners in Horn Lake bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Horn Lake moved in
An average rate hides two different populations: recent buyers with a report, and long-standing owners without one. The advice for the two is not the same.
| Owner households in Horn Lake | Share of all owners |
|---|---|
| Moved in 2021 or later | 2% |
| Moved in 2018–2020 | 15% |
| Moved in 2010–2017 | 29% |
| Moved in before 2010 | 53% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 9,913 occupied housing units, of which 5,881 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
ASHI asks for the predominant material of the water service, distribution and drain-waste-vent pipes to be described. Predominant is an honest word for a house that has been altered more than once, and it is not a complete answer about any single run.

What it is required to cover
Knowing what is required is what lets you read the report properly. A finding against something the standard covers is a finding; silence about something it excludes is not reassurance. Most people read the document without that distinction and it is the difference between two very different pieces of paper.
What is actually covered — because silence in a report means one thing about a covered system and something completely different about an excluded one.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.
