Plumbing Inspection in Frederick, MD
In Frederick, 26% of owner households moved in during 2018 or later — close to the middle of the towns we cover. Enough movement that inspections are routine, not enough that anybody treats them as routine.
The one-paragraph answer
26% of owners in Frederick bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Frederick moved in
A middling turnover figure is the least informative kind, which is its own useful fact: it means you cannot infer much about any particular house from the town, and the report on the one in front of you is the only evidence that counts.
| Owner households in Frederick | Share of all owners |
|---|---|
| Moved in 2021 or later | 7% |
| Moved in 2018–2020 | 19% |
| Moved in 2010–2017 | 32% |
| Moved in before 2010 | 42% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 56,763 occupied housing units, of which 38,502 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
The water heater is covered in some detail by both standards — and InterNACHI is equally explicit that nobody is required to measure its capacity, temperature or adequacy, or to test the relief valve. It is looked at, not operated.

What it is required to cover
InterNACHI requires the location of the main water shut-off and the main fuel shut-off to be described, and whether the supply is public or private. Those are the three lines worth copying out of the report on the day you get it, because nobody looks them up until they are standing in water.
The covered list in full. Most people read the exclusions and stop; the two only mean anything against each other.
What to do about it
If you are selling, establish it before somebody else does. The same finding is worth more to a buyer who discovered it than to one who was told.
Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.
