Plumbing Inspection in Wayland, MA
18% of owner-occupied homes in Wayland have changed hands since 2018. That is an ordinary rate, which makes the ordinary mistake more likely: assuming the inspection covered the plumbing.
The one-paragraph answer
18% of owners in Wayland bought in 2018 or later, an ordinary rate. Ordinary is where the usual mistake happens, which is assuming the inspection covered the plumbing: the buried lateral is excluded by both published standards.

When Wayland moved in
An average rate hides two different populations: recent buyers with a report, and long-standing owners without one. The advice for the two is not the same.
| Owner households in Wayland | Share of all owners |
|---|---|
| Moved in 2021 or later | 4% |
| Moved in 2018–2020 | 14% |
| Moved in 2010–2017 | 27% |
| Moved in before 2010 | 55% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 4,981 occupied housing units, of which 4,506 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Both standards exclude septic and other sewage disposal or wastewater treatment systems. The inspector confirms that the fixtures drain; the run leaving the building is not part of the job, and it is the most expensive thing on a property to be wrong about.

What it is required to cover
The water heater is covered in more detail than most of the system: InterNACHI takes in the energy source, the venting connections, the temperature and pressure-relief valve, seismic bracing where it applies, and the labeled capacity. What it stops short of is operating any of it.
The full covered list, and why the distinction between the two lists is the whole of reading a report properly.
What to do about it
Two categories are worth chasing before you exchange: water somewhere it should not be, and anything the report could not see the end of. Both are open-ended, and open-ended is what moves a price.
Both standards are public. Start with the exclusions, then the obligations, and read the sewer scope separately — it is ordered on its own for a reason.
