Plumbing Inspection in Viper, KY
In Viper, just 4% of owner-occupied homes have changed hands since 2018. A low rate has a consequence people miss: an inspection is the one moment a house gets examined, and most of these have not had one recently.
The one-paragraph answer
Only 4% of owners in Viper arrived in 2018 or later, which makes this settled ground. Long tenure does not change the scope: a standard inspection covers what can be seen and operated, and the drain line beyond the house is excluded from it.

When Viper moved in
In a town this settled the report is likelier to matter to a seller than a buyer. Knowing what is there before somebody else looks is the whole of the advantage.
| Owner households in Viper | Share of all owners |
|---|---|
| Moved in 2021 or later | 2% |
| Moved in 2018–2020 | 2% |
| Moved in 2010–2017 | 19% |
| Moved in before 2010 | 78% |

Universe: 1,017 occupied housing units, of which 864 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Clothes washer connections are excluded, which surprises people because the machine is in the house and plumbed into it. The supply valves behind it and the standpipe it drains into were not part of the job.

What it is required to cover
The covered list is shorter than the excluded one and it is not thin. Every fixture run, every toilet flushed, the drain-waste-vent system described, the water heater and its venting examined, the shut-offs located. That is a real morning of work and it is worth knowing it happened.
The covered list in full. Most people read the exclusions and stop; the two only mean anything against each other.
What to do about it
Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.
The two standards are published in full and worth ten minutes: what is excluded, what is covered, and why the drains outside the house are a separate instruction.
