Plumbing Inspection in Firth, ID
Owner-occupied homes in Firth change hands often: 30% of the people who own here moved in during 2018 or later. Where houses move, inspections happen, and so do the arguments about what the report found.
The one-paragraph answer
30% of owner households in Firth moved in during 2018 or later. On a turnover rate that high the question is rarely whether an inspection happened but what it was allowed to cover, and the buried sewer lateral is excluded by both standards of practice.

When Firth moved in
A high turnover rate means most transactions here are recent, so the report that came with the house is probably still in a drawer. It is worth reading again — not the findings, which you already acted on, but the exclusions, which you almost certainly did not.
| Owner households in Firth | Share of all owners |
|---|---|
| Moved in 2021 or later | under 1% |
| Moved in 2018–2020 | 29% |
| Moved in 2010–2017 | 18% |
| Moved in before 2010 | 53% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 822 occupied housing units, of which 721 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Clothes washer connections are excluded, which surprises people because the machine is in the house and plumbed into it. The supply valves behind it and the standpipe it drains into were not part of the job.

What it is required to cover
The fixtures are a live test rather than a look. InterNACHI requires the inspector to run the water at every faucet, flush every toilet, and check that every sink, tub and shower drains; ASHI requires functional flow and functional drainage. If a fault shows up in ordinary use, this is the part of the inspection that finds it.
The full list of obligations is published here. Reading it once is what stops a standard note from looking like a finding.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
The two standards are published in full and worth ten minutes: what is excluded, what is covered, and why the drains outside the house are a separate instruction.
