Plumbing Inspection in Naples, FL
About 29% of the people who own a home in Naples bought it in 2018 or later. On a turnover figure that high, the question is less whether an inspection happened than what it was allowed to look at.
The one-paragraph answer
In Naples, where 29% of owners bought in 2018 or later, a great many homes have been inspected recently. A standard inspection looks at what can be seen and operated; the drain line under the garden is outside its published scope and needs a camera survey.

When Naples moved in
Frequent turnover has one real advantage: systems get looked at. It has one real trap, which is that a recent clean report feels like a clean bill of health, and the standards are explicit that it is neither exhaustive nor a warranty.
| Owner households in Naples | Share of all owners |
|---|---|
| Moved in 2021 or later | 8% |
| Moved in 2018–2020 | 21% |
| Moved in 2010–2017 | 35% |
| Moved in before 2010 | 36% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 142,602 occupied housing units, of which 109,390 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Gas leak testing is not part of a home inspection. The fuel shut-off gets located and described; the line itself is not tested, and no part of the report should be read as saying it was.

What it is required to cover
InterNACHI requires the location of the main water shut-off and the main fuel shut-off to be described, and whether the supply is public or private. Those are the three lines worth copying out of the report on the day you get it, because nobody looks them up until they are standing in water.
The full list of obligations is published here. Reading it once is what stops a standard note from looking like a finding.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
The two standards are published in full and worth ten minutes: what is excluded, what is covered, and why the drains outside the house are a separate instruction.
