Plumbing Inspection in Land O' Lakes, FL
Owner-occupied homes in Land O' Lakes change hands often: 29% of the people who own here moved in during 2018 or later. Where houses move, inspections happen, and so do the arguments about what the report found.
The one-paragraph answer
29% of owner households in Land O' Lakes moved in during 2018 or later. On a turnover rate that high the question is rarely whether an inspection happened but what it was allowed to cover, and the buried sewer lateral is excluded by both standards of practice.

When Land O' Lakes moved in
A town that moves this much has a lot of reports in circulation, and reports get reused as reassurance long after the visit. What was outside the scope on the day is still outside it now.
| Owner households in Land O' Lakes | Share of all owners |
|---|---|
| Moved in 2021 or later | 8% |
| Moved in 2018–2020 | 21% |
| Moved in 2010–2017 | 36% |
| Moved in before 2010 | 35% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 25,590 occupied housing units, of which 21,278 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
The water heater is covered in some detail by both standards — and InterNACHI is equally explicit that nobody is required to measure its capacity, temperature or adequacy, or to test the relief valve. It is looked at, not operated.

What it is required to cover
InterNACHI requires the location of the main water shut-off and the main fuel shut-off to be described, and whether the supply is public or private. Those are the three lines worth copying out of the report on the day you get it, because nobody looks them up until they are standing in water.
The covered list in full. Most people read the exclusions and stop; the two only mean anything against each other.
What to do about it
Ask a contractor what would have to be opened up to answer the question, rather than asking for a number. A quote given without that step is a guess with a figure attached to it.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.
