Plumbing Inspection in Whittier, CA
Only 14% of the people who own a home in Whittier bought it in 2018 or later. Where houses stay in the same hands, systems get older without anybody being obliged to look at them.
The one-paragraph answer
Whittier is settled, with 14% of owner households having moved in since 2018. The plumbing most likely to matter in a house held that long is the part no standard inspection covers, which is the buried sewer lateral.

When Whittier moved in
Low turnover means the last inspection on most of these houses is old, and the systems in them have had years to change since. Nothing about a settled town makes plumbing age more slowly.
| Owner households in Whittier | Share of all owners |
|---|---|
| Moved in 2021 or later | 4% |
| Moved in 2018–2020 | 10% |
| Moved in 2010–2017 | 24% |
| Moved in before 2010 | 62% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 56,315 occupied housing units, of which 35,833 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Wells, pumps, pressure tanks, storage tanks and filters are excluded by both standards. On a property with its own supply, the equipment feeding the whole house sits outside the inspection carried out on it.
Source: InterNACHI Home Inspection Standards of Practice; ASHI Standard of Practice.
What it is required to cover
Sump pumps are in scope on both standards — InterNACHI for drainage pumps with an accessible float, ASHI for sewage ejectors and sump pumps. Accessible is the whole qualifier. A float nobody can reach is not a float anybody tested.
The rest of what an inspector must do is set out here. It is shorter than the excluded list and it is the half that tells you what a finding is worth.
What to do about it
Where a report says a condition was observed but its extent could not be established, that is the sentence to act on. It means the boundary of the inspection was reached, not that the problem is small.
The published standards settle most arguments: excluded, covered, and the separate instruction for everything past the building.
