Plumbing Inspection in Torrance, CA

Torrance is settled. Only 14% of owner households moved in during 2018 or later, which means most of the plumbing here has not been looked at by anybody in a long time.

The one-paragraph answer

Only 14% of owners in Torrance arrived in 2018 or later, which makes this settled ground. Long tenure does not change the scope: a standard inspection covers what can be seen and operated, and the drain line beyond the house is excluded from it.

PresalePipe is a referral service, not a contractor or a home inspector. We connect homeowners and buyers with independent contractors. Contractors are required to hold whatever credential their state or municipality demands. Every state page sets out who licenses plumbers there and where to check, so you can confirm before work begins. We carry out no inspections and no work, we do not set prices, and we never charge homeowners anything — the contractors in our network pay us when we route them a call.

When Torrance moved in

Low turnover means the last inspection on most of these houses is old, and the systems in them have had years to change since. Nothing about a settled town makes plumbing age more slowly.

Universe: 63,725 occupied housing units, of which 34,698 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.

What the inspection will not cover

The water heater is covered in some detail by both standards — and InterNACHI is equally explicit that nobody is required to measure its capacity, temperature or adequacy, or to test the relief valve. It is looked at, not operated.

What it is required to cover

Knowing what is required is what lets you read the report properly. A finding against something the standard covers is a finding; silence about something it excludes is not reassurance. Most people read the document without that distinction and it is the difference between two very different pieces of paper.

The rest of what an inspector must do is set out here. It is shorter than the excluded list and it is the half that tells you what a finding is worth.

What to do about it

Write down where the main water shut-off and the main fuel shut-off are. InterNACHI requires both locations to be described, and they are the two most useful lines in the document.

Before you accept a report, read what it did not have to cover against what it did. Then decide whether the drains outside need their own visit.

California licenses are issued by the Contractors State License Board, which publishes a public search you can use before work begins. California licenses the C-36 plumbing contractor; there is no state journeyman license.
