Plumbing Inspection in San Rafael, CA

16% of owner-occupied homes in San Rafael have changed hands since 2018. That is an ordinary rate, which makes the ordinary mistake more likely: assuming the inspection covered the plumbing.

The one-paragraph answer

Turnover in San Rafael sits near the middle, with 16% of owner households arriving in 2018 or later. The figure that actually matters is in the standards of practice: a home inspection covers what is visible and operable, and the buried sewer lateral is not.

PresalePipe is a referral service, not a contractor or a home inspector. We connect homeowners and buyers with independent contractors. Contractors are required to hold whatever credential their state or municipality demands. Every state page sets out who licenses plumbers there and where to check, so you can confirm before work begins. We carry out no inspections and no work, we do not set prices, and we never charge homeowners anything — the contractors in our network pay us when we route them a call.

When San Rafael moved in

With turnover near the middle, roughly one owner in five or six arrived recently. For everyone else the last time the plumbing was examined by a third party was whenever they bought.

Universe: 27,889 occupied housing units, of which 15,830 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.

What the inspection will not cover

Fire suppression and sprinkler systems are outside the inspection. In a house that has one, the system most likely to matter in an emergency is the one nobody was asked to look at.

What it is required to cover

The fixtures are a live test rather than a look. InterNACHI requires the inspector to run the water at every faucet, flush every toilet, and check that every sink, tub and shower drains; ASHI requires functional flow and functional drainage. If a fault shows up in ordinary use, this is the part of the inspection that finds it.

The rest of what an inspector must do is set out here. It is shorter than the excluded list and it is the half that tells you what a finding is worth.

What to do about it

Two categories are worth chasing before you exchange: water somewhere it should not be, and anything the report could not see the end of. Both are open-ended, and open-ended is what moves a price.

Ten minutes of reading covers it: what nobody was required to look at, what they were, and the drain run that is a separate instruction altogether.
