Plumbing Inspection in Los Angeles, CA
Los Angeles rarely changes hands — 16% of owner households arrived in 2018 or later. The upside is stability. The other side of it is that nothing has triggered an inspection in most of these houses for years.
The one-paragraph answer
Los Angeles is settled, with 16% of owner households having moved in since 2018. The plumbing most likely to matter in a house held that long is the part no standard inspection covers, which is the buried sewer lateral.

When Los Angeles moved in
A settled town accumulates deferred questions. Nobody has been obliged to look, so nobody has, and the first person to find out is often whoever is selling.
| Owner households in Los Angeles | Share of all owners |
|---|---|
| Moved in 2021 or later | 5% |
| Moved in 2018–2020 | 11% |
| Moved in 2010–2017 | 24% |
| Moved in before 2010 | 60% |
Source: US Census Bureau, American Community Survey 5-year estimates, table B25038 (tenure by year householder moved into unit), 2023 release. Universe: 804,472 occupied housing units, of which 219,380 are owner-occupied. This counts when the CURRENT occupant moved in, so it measures recent moves as a share of the housing stock — not a rate of sales per year.
What the inspection will not cover
Neither standard requires an inspector to determine water flow, pressure, quality or potability. A report can be entirely clean on a house whose water arrives at a pressure nobody would live with, because that was never a defect it was looking for.

What it is required to cover
Both standards cover the interior drain, waste and vent system, and ASHI asks for the predominant material of the service, distribution and DWV pipes to be described. A report naming one material is describing the majority of the house, not every run in it.
What is actually covered — because silence in a report means one thing about a covered system and something completely different about an excluded one.
What to do about it
Read the exclusions in your own report before the findings. The findings say what was looked at; the exclusions say what you still do not know, and only one of those two lists gets attention.
Everything above comes from documents you can read yourself: the exclusions, the requirements, and why a camera down the lateral is never part of it.
